Introduction to CNISCO

      China National Institute for SCO International Exchange and Judicial Cooperation (hereinafter, CNISCO) was inaugurated in May 2014 at Shanghai University of Political Science and Law (hereinafter, SHUPL). Its construction will be completed by 2017.

      On September 13th, 2013, Chinese President Xi Jinping delivered a speech entitled “Carrying Forward the ‘Shanghai Spirit’ and Promoting Common Development” on the 13th Meeting of the Council of the Heads of the SCO Member States. President Xi announced that China will set up CNISCO at SHUPL, and will endeavor to cultivate judicial personnel for other SCO member states via this platform. In the next 10 years, China will offer 30,000 government scholarships to the SCO member states.

    According to the plan, CNISCO covers a total area of 100 acres. It aims to facilitate communication among judiciary and law-enforcement officials, lawyers, and anti-terrorism experts from the SCO member states; and to promote international cooperative research projects. CNISCO will invite influential experts in foreign affairs from Shanghai and throughout China to form a diversified and open research team. It will build a foreign affairs think tank that focuses on Eurasian studies and studies of SCO-related issues as well as issues related to the Silk Road economic belt.
